Thirty-four candidates from Gujarat have cleared the prestigious Civil Services Examination 2025, the results of which have been declared by the Union Public Service Commission (UPSC).
Dishant Amrutlal Nisar, 27, from Bhachau in Kutch district, secured an impressive All India Rank (AIR) 19, emerging as the only candidate from Gujarat in the top 100.
All 34 candidates selected for the All India Services from Gujarat were trained at the government-run Sardar Patel Institute of Public Administration (SPIPA) in Ahmedabad, setting a new record for the institute.
Congratulating the successful candidates, Gujarat Chief Minister Bhupendra Patel said the achievement was a matter of pride for the state and would inspire thousands of young aspirants preparing for the civil services.
Fourth attempt brings success
A graduate in mass communication and journalism from Nagindas Khandwala College in Mumbai, Dishant completed his degree in 2019 and is currently pursuing a postgraduate degree in political science from Indira Gandhi National Open University (IGNOU).
This was his fourth attempt at the UPSC examination. In his first attempt, he failed to clear the prelims. In his second attempt, he reached the interview stage but missed the final list.
“In the previous attempt I had cleared the Indian Railway Management Service and joined it. However, I took a one-year leave to prepare for the UPSC again,” Dishant said over phone from Delhi, where he had stayed after his interview last month.
Though a native of Bhachau in Kutch, Dishant was born and brought up in Mumbai. His father, Amrutlal Nisar, runs a regional magazine, writes and produces Gujarati plays, and hosts cultural events in Mumbai. His mother Harsha is a homemaker. Dishant is their only child. The family has been living in Gujarat for the last six years.
Sharing his preparation strategy, Dishant said that understanding one’s strengths and weaknesses is critical for cracking the exam.
“You should study at least 8–10 hours daily and stay away from distractions such as social media if you want to achieve this goal,” he said.
Record performance by SPIPA
SPIPA Director General Hareet Shukla said this year’s result marks the highest number of candidates from the institute to clear the exam.
“In 2025, SPIPA has created a record with 34 candidates clearing the civil services exam, the highest ever from Gujarat,” he said.
The institute provides free coaching, study material, library access, internet facilities and reading rooms for aspirants preparing for the UPSC examination. The Gujarat government also provides financial assistance to candidates during different stages of preparation.
Gujarat candidates in top 500
Several other candidates from Gujarat also secured ranks within the top 500. These include Vipul Karmanbhai Chaudhary (AIR 115), Bhavesh Jaglan (128), Pankaj Soni (130), Saurabh Sharma (146), Tushar Himmatbhai Mendapara (195), Kirtan Tushar Bhatt (262), Aniket Kamleshbhai Patel (266), Jitendra Motilal Prajapati (287), Savankumar Pravinbhai Saravadiya (292), Komal Mavi (314), Rahul (379), Shreya Dilipkumar Priyadarshi (387) and Kishankumar Lakhmanbhai Ram (474).
The UPSC Civil Services Preliminary Examination held in May 2025 saw over 14,000 candidates qualify for the main examination, including 272 trainees from SPIPA. After the mains and personality test stages, 958 candidates were finally selected for the All India Services in the final list announced this week.
At present, 318 officers from Gujarat are serving in the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Foreign Service (IFS), and the addition of 34 new candidates further strengthens the state’s representation in the country’s top civil services.
