Gujarat Congress Flags 67 Lakh ‘Unverified’ Voters, Demands Action

Gujarat Pradesh Congress Committee (GPCC) president Amit Chavda has written to Chief Electoral Officer Hareet Shukla, raising concerns over irregularities in the voter list.

Chavda alleged that 67 lakh voters who were not in the 2002 voters’ list have been included without proper verification.

For context, we may recall that the Congress has accused the Election Commission (ECI) of working in collusion with the BJP to facilitate the alleged vote fraud. The ruling party and the poll body dismissed the allegations.

Congress leader Rahul Gandhi has been making allegations of vote theft under the narrative “vote chori” since August.

Using granular data from the ECI’s own records, Rahul Gandhi also alleged that a parliamentary constituency in Karnataka had more than 100,000 fake voters.

He said the list included duplicate voters, invalid addresses and bulk registrations at single locations.

To support his claim, he cited the example of Brazilian hairdresser Larissa Nery, who has never been to India, but found her photo on voter lists in Haryana.

Her social media accounts were flooded with messages, and she initially thought people were mistaking her for someone else. When she saw the video of her face on a big screen, she realised it was real and not a prank or AI-generated image.

Lack of verification alleged

Meanwhile, a section of the media published Chavda’s letter in which he highlights “a very disturbing factor.”

A part of the letter reads, “As per the information gathered, 67 lakh voters, who were not in the voters’ list in the year 2002, are included without sufficient verification. The provisions of Representation of Peoples Act and Rules framed therein are required to be followed scrupulously.”

“It seems that presently inclusion of such names of voters is done without following the due process of law and without sufficient verification. We request to verify it again and after having sufficient proof thereof by way of documentary evidence, they should have been included in the voters list. Presently, all those voters should be kept in abeyance.”

He also highlighted the pressure on Booth Level Officers (BLOs). He demanded an extension of the deadline for preparing the voter list.

“It has been found that a very short time is given for preparation of voters list to BLOs, which has created serious panic. In many places BLOs have uploaded the enumeration form without taking an original signature of the voters.”

“We request, on behalf of the Gujarat Pradesh Congress Committee, to extend the period for preparation of voters list till the end of February 2026. This would decrease the pressure on existing BLOs and the quality of preparation of voters list will also improve and ultimately, it will be in the interest of democratic process,” Chavda said, according to reports.

The CEO’s office said the distribution of enumeration forms for the ongoing Special Summary Revision of electoral rolls has been completed in eight districts.

Dang recorded the highest digitisation in Gujarat at 85.53 per cent as of Wednesday.

The Congress said most voters in tribal districts, including Dang, are away from their residences due to work migration.

“The residents of tribal areas are not present at their residences as they are away for livelihood. It is also necessary to extend the time limit so that people who have migrated in large numbers from tribal areas like Vyara, Kaprada, Dang, Chota Udepur, Sabarkantha’s Poshina, Khedbrahma and Vijaynagar for employment are not deprived of their voting rights due to poverty and illiteracy,” Chavda reportedly said.

The Congress also claimed that BLOs are not given clear instructions. They act according to their convenience.

Gujarat Congress said they received complaints that many BLOs have not given a second copy of the enumeration form.
