Saurashtra University has landed in controversy after allegations that the Governor’s convocation speech has been reused almost verbatim for the past several years, with only the year and convocation details being altered.
The issue came to light after it was observed that during the university’s convocation ceremonies over the last three years, the content of the Governor’s address remained unchanged except for minor date-related edits. As per established protocol, the speech of the Governor—who also serves as the Chancellor—is drafted by scholars and officials of the university and forwarded to Raj Bhavan.
Critics argue that instead of preparing a fresh address each year, the university authorities appear to have relied on old records, simply modifying the year while keeping the core text intact. This has sparked embarrassment for an institution entrusted with shaping the academic and moral foundation of thousands of students.
Governor Acharya Devvrat, known for his scholarly background and original thinking, is widely regarded as someone who delivers thoughtful and fresh addresses.
A report in vernacular daily has quoted observers noting that had the Governor merely depended on university-prepared text without originality, students could have been made to listen to the same recorded speech every year, underscoring the seriousness of the lapse.
The controversy has also revived criticism of the university’s examination practices. Allegations suggest that question papers across several faculties are frequently repeated, with setters allegedly reusing previous years’ papers instead of framing new questions. This has raised concerns about academic integrity, especially as the university instructs students strictly against copying during examinations.
The developments have triggered strong reactions on campus, with educators and students questioning the moral authority of the institution. Educationists warn that such practices reflect a deeper decline in academic standards and originality, and caution that continued repetition could severely damage the university’s credibility.
Typically, the Examination Department is responsible for organizing the convocation, including drafting and sending the Chancellor’s speech to the Governor. Reports suggest that for the last three to four years, the same speech has been repeatedly forwarded after minimal edits. Observers also point to poor coordination and oversight by senior authorities, calling the lapse particularly serious given that it involves the office of the Governor.
As debates intensify, many are demanding accountability and corrective measures to restore trust in the institution’s academic and administrative practices.
