Canada’s tightening of rules for international students has led to an unprecedented spike in the rejection of study permit applications from India, marking a major shift in a relationship that once made Canada a preferred destination for Indian learners.
According to official data, nearly 74% of Indian applications to study at Canadian post-secondary institutions were denied in August 2025—a dramatic jump from 32% in August 2023. The overall rejection rate for all international applicants remained at about 40%, while Chinese students saw a far lower denial rate of around 24%.
At the same time, the number of Indian applicants has fallen sharply—from 20,900 in August 2023 to just 4,515 this year—signalling growing hesitation among Indian students amid stricter visa scrutiny.
Why Are So Many Indian Applications Being Rejected?
The surge in refusals stems from Canada’s intensified efforts to curb fraud in its international education system. The country’s immigration department reported uncovering around 1,550 study permit applications in 2023 that contained forged letters of acceptance, many linked to India.
In response, Canadian authorities have overhauled their screening process, introducing a more advanced verification system that flagged more than 14,000 potentially fraudulent acceptance letters last year alone. The government has also raised the financialeligibility criteria and tightened document checks for applicants, leading to a much higher rejection rate—especially among those from countries with previously high levels of detected irregularities.

For years, India has been the largest source of international students in Canada, contributing significantly to the country’s education sector and workforce. The recent wave of rejections, however, has sparked disappointment and uncertainty among students and institutions alike.
The Indian Embassy in Ottawa acknowledged the rising refusal rates but stressed that the issuance of study permits lies entirely within Canada’s jurisdiction. The steep decline in approvals comes at a sensitive time as New Delhi and Ottawa attempt to mend diplomatic relations strained under former Prime Minister Justin Trudeau’s government. Meanwhile, Canada has cut back international student permits for the second consecutive year in early 2025, as part of its broader push to reduce temporary migration and strengthen immigration integrity.
Canada’s Foreign Affairs Minister Anita Anand, during a recent visit to India, reaffirmed that Ottawa still values Indian students but must “protect the integrity of the immigration system.”
