UP Draft Electoral Roll Published: Nearly 2.89 Crore Voters Removed After Special Revision

The Election Commission of India (ECI) on Tuesday released the draft electoral roll for Uttar Pradesh following the completion of the enumeration phase under the Special Intensive Revision (SIR), resulting in the removal of nearly 2.89 crore names from the voter list.

According to Uttar Pradesh Chief Electoral Officer Navdeep Rinwa, the total number of registered voters in the state has come down from 15.44 crore to 12.55 crore after the revision process. This means the draft roll has been reduced by about 18.7 per cent, effectively eliminating nearly one out of every five voters.

In an official statement, the ECI said that 12,55,56,025 electors submitted their Enumeration Forms by the end of the enumeration period on December 26, 2025. This was out of a total of 15,44,30,092 voters listed in the electoral roll as of October 27, 2025, indicating substantial participation in the first phase of the SIR.

The Commission detailed that the deletions include multiple categories of voters. Around 46.23 lakh names were removed due to death, accounting for 2.99 per cent of the total. Another 2.17 crore voters, or 14.06 per cent, were excluded because they had shifted their residence, while 25.46 lakh names, or 1.65 per cent, were identified as duplicate entries, according to media reports.

The ECI clarified that eligible voters whose names were deleted can still seek inclusion during the Claims and Objections period, which will run from January 6 to February 6, 2026. Such electors can apply for restoration of their names by submitting Form-6 along with a declaration form and other necessary documents.

The Special Intensive Revision exercise was initially scheduled to conclude on December 11, but the Uttar Pradesh government requested a 15-day extension after it was observed that nearly 2.97 crore names were likely to be excluded from the draft roll.

The ECI has recently completed similar revision exercises in other states as well. In Tamil Nadu and Gujarat, the voter lists were reduced by 97 lakh and 74 lakh names, respectively. Additionally, following a special enumeration in Assam, the draft electoral roll there saw a reduction of 10.56 lakh voters.
