| Updated: October 30, 2025 18:54

NITI Aayog, premier policy think tank of India, has suggested that Gujarat needs to focus on skill development to make the service sector a major employment provider.

According to report in a vernacular daily, Niti Aayog’s report recommends promoting service sectors like tourism, entertainment, and hospitality. It also suggests giving special attention to sectors like IT, education, and health. The report suggests that the state government should work towards creating a conducive environment for the growth of these sectors.

Quoting NITI Aayog’s report – India’s Service Sector: Insights from GVA-Employment Trends and State Level Dynamics – the newspaper has stated that Gujarat’s service sector contributes 28% to employment. Over one crore Gujaratis work in this sector. Despite this, Gujarat ranks 12th among major states in providing jobs in this sector.

Delhi has the highest, with 71% of total jobs in the service sector. In Gujarat, 14% of people in villages and 53% in cities are employed in the service sector. In the state, the primary sector, i.e., agriculture, contributes only 15.7% to the GDP and the highest, 42.4%, to employment. The service sector contributes 36% to GDP and 28.2% to employment. The share of employment in service sectors like wholesale-retail, transport, hotel, and restaurant has decreased.

Of the people employed in various sectors in the state, less than 20% of women and over 32.7% of men are employed in the service sector. NITI Aayog has provided this data based on the Periodic Labour Force Survey of 2023-24.

The participation of rural women in the service sector in the country is only 10.5%, whereas in urban areas, the participation of women is over 60%, and they get about 84% of the salary that men get.

Of the total 8% of people in the state’s service sector get employment from education. In Gujarat, 35% of the total service sector employees are employed in the wholesale and retail trade sector, while the share of the service sector in the total GDP is 32.9%, the report further states.
