Rashtriya Raksha University Signs MoU With Army Training Command Of India

In a historic moment, Rashtriya Raksha University(RRU), Gandhinagar, signs a Memorandum of Understanding (MOU) with the Army Training Command of India (ARTRAC) and Bhaskaracharya National Institute for Space – Applications and Geo-Informatics (BISAG-N) on November 9th, 2021.

RRU conducted a brief ceremony on the very day to commemorate this MoU.

The event was commenced with a welcome address by Dr L Venkatesh, Director of SICSSL at the University, who thanked all the dignitaries – Chief of Army Staff, Gen MM Naravane, General Officer Commanding-in-Chief, ARTRAC, Lt Gen Raj Shukla,Prof. (Dr.) Vice-Chancellor, RRU, Bimal Patel, and DG, BISAG-N, Shri T. P. Singh present at the event.

“This event can be best described as a natural and organic partnership between RRU, BISAG and army.”


The MOUs will seal the collaboration between these organisations for academic research and training in the furtherance of national security and leverage the relative advantage to both institutes support training and evolve innovative solutions to boost operational capabilities of the Indian Armed Forces.

The event was presided over by Lieutenant General Raj Shukla, PVSM, YSM, SM, ADC, GOC-in-C ARTRAC. He stressed that this is a step towards strengthening the linkages between academia and the Indian Military. He laid specific emphasis on ‘Civil-Military Relations’, and expounded multifaceted aspects about cooperation.

General MM Naravane, PVSM, AVSM, SM, VSM, ADC, COAS addressed the gathering virtually in which he emphasised how signing of this MoU is a path-breaking initiative towards enhancing the interaction of the Indian Army with academia. Shri T. P. Singh, DG, BISAG-N also addressed the pool stressing on the same point.

Lt General spoke about the MOUs impact over national security and in today’s age, technological growth is the core of everything. He also threw light on countries like China’s usage on institutional knowledge and tie-ups. “In many ways, this a historical milestone, unless the defence forces embrace the artificial intelligence, the pace of change is such that development will surpass the speed of time.”


Lt General outlined the importance of start-ups and talked about the usage of drones created by start-ups by the army. “These MOUs should hopefully be catalysts of even more interesting MOUs in future.”, he said.

Vice-Chancellor of RRU, Professor (Dr) Bimal Patel thanked COAS his support and guidance to reach this milestone. “RRU will continue to develop & work towards comprehensive security as we desire to prepare the youth with the right amount of knowledge, patriotism and discipline.”
