The Australian Technical Advisory Group on Immunisation (ATAGI) has issued a critical public health alert following the discovery of counterfeit batches of the rabies vaccine Abhayrab circulating in the Indian market. The advisory warns that these fraudulent vaccines have been in circulation since November 1, 2023, posing a severe risk to travelers and residents who may have sought treatment for animal bites. Because rabies is a viral disease that is nearly 100% fatal once clinical symptoms manifest in the central nervous system, authorities are treating the potential lack of immunization as a life-threatening matter.

Health officials in Australia have taken the extraordinary step of recommending that any individual who received a dose of the Abhayrab vaccine in India from November 1, 2023, onwards should be considered potentially unprotected. Due to the difficulty in verifying the authenticity of individual vials, ATAGI suggests that these patients be offered a full course of replacement doses using vaccines registered and regulated within Australia. While the Abhayrab brand is not sold domestically in Australia, the high volume of international travel between the two nations has prompted this proactive clinical response to ensure no citizen remains at risk of infection.

The vaccine’s manufacturer, Indian Immunologicals Limited (IIL), a Hyderabad-based division of the Human Biologicals Institute, confirmed that it had proactively identified a specific batch, labeled KA 24014, which featured suspicious packaging. The company stated that it immediately notified Indian regulatory bodies and law-enforcement agencies to launch an investigation and facilitate the removal of the counterfeit products from the supply chain. IIL, which has produced over 210 million doses of the vaccine since 2000 and holds 40% of the market share, maintained that all supplies distributed through its authorized government and private channels remain of standard quality and are safe for public use.

This international warning adds to a growing list of concerns regarding the quality control of Indian-manufactured medical products on the global stage. In recent years, Indian-made cough syrups were linked to fatalities in the Gambia and Uzbekistan, while eye drops were tied to infections in Sri Lanka. Given that India accounts for approximately 36% of the world’s rabies deaths—estimated at 18,000 to 20,000 fatalities annually—the presence of fake vaccines represents a significant setback for public health efforts. Authorities continue to monitor the situation closely, urging healthcare professionals to verify batch numbers and for patients to maintain rigorous documentation of any medical treatments received abroad.
