At a press conference held at the Press Club of India on 5 October 2026, Yogita Bhayana, Founder, PARI – People Against Rapes in India, along with AANA – Adhikar Abhi, Nyay Abhi, raised an urgent demand for a Two-Day Special Session of Parliament dedicated exclusively to critical issues concerning women’s safety in India.
The demand follows a consultation undertaken by Yogita Bhayana with students of the University of Delhi and various states through which young women and students shared their concerns, experiences and recommendations relating to safety in educational institutions, public spaces, workplaces, digital spaces and society.
The consultation points were presented alongside the recommendations that PARI has been raising through its seven years of advocacy and extensive grassroots engagement with survivors, children, educational institutions, workplaces and communities.
Addressing the press conference, Yogita Bhayana emphasised that women’s safety cannot remain a subject addressed only after individual incidents of violence occur. There is an urgent need for a dedicated national parliamentary conversation that examines prevention, accountability, implementation and systemic gaps in a comprehensive manner.
The demand is for Parliament to dedicate two full days to discussing women’s safety, bringing together concerns raised by young citizens, survivor-support organisations, civil society and other stakeholders.

The initiative seeks to move the discussion from reaction to prevention, from isolated incidents to systemic reform, and from awareness to measurable accountability.
The Letter of Demand presented at the press conference calls upon the concerned authorities and Parliament to consider facilitating a Two-Day Special Session on Women’s Safety at the earliest, through the appropriate constitutional and parliamentary processes.
Yogita Bhayana and AANA emphasised that the demand is not merely for another discussion, but for a time-bound national dialogue resulting in concrete recommendations, accountability mechanisms and actionable interventions.
