Assets Of Re-Elected MLAs Increase Manifold, Harsh Sanghavi Tops The List With 721% Rise

Gujarat Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of all 182 winning candidates in the Gujarat 2022 Assembly Elections. This time, 22% winning candidates have criminal cases registered against them, 16% candidates have serious criminal cases (rape, murder etc) and 83% candidates are crorepati candidates. 

One of the most interesting observations of the report is about re-elected MLAs and the way their income rose in comparison to their 2017 official income. Cabinet minister Harsh Sanghavi’s income rose by 721%. In 2017, his official income was over 2 crores and in 2022 it has increased to over 17 crores. Meanwhile, ST leader Ganpatsinh Vasava’s income rose by 172%, Jamalpur-Khadia MLA Imran Khedawala’s income rose by 224%, Cabinet minister Manisha Vakil’s income rose by 308%.

Winning candidates with criminal cases: Out of the 182 winning candidates analysed in 2022, 40(22%) winning candidates have declared criminal cases against themselves. Out of 182 MLAs analysed during Gujarat Assembly elections in 2017, 47(26%) MLAs had declared criminal cases against themselves.  

Winning candidates with serious criminal cases: 29 (16%) winning candidates have declared serious criminal cases against themselves. Out of 182 MLAs analysed during Gujarat Assembly elections in 2017, 33 (18%) MLAs had declared serious criminal cases against themselves.

Winning candidates with cases related to Attempt to Murder: 3 winning candidates have declared cases of attempt to murder (IPC Section-307).  

Winning candidates with cases related to Crimes against Women: 4 winning candidates have declared cases related to crimes against women. Out of 4 winning candidates, 1 Winner has declared case related to rape (IPC Section-376).  

Party wise Winning candidates with Criminal Cases

 26 (17%) out of 156 winning candidates from BJP, 9(53%) out of 17 winning candidates from INC, 2(40%) out of 5 winning candidates from AAP, 2(68%) out of 3 Independent winning candidates and 1(100%) SP winning candidates have declared criminal cases against themselves in their affidavits.  

Party wise Winning candidates with Serious Criminal Cases

20 (13%) out of 156 winning candidates from BJP, 4(24%) out of 17 winning candidates from INC, 2(40%) out of 5 winning candidates from AAP, 2(68%) out of 3 Independent winning candidates and 1(100%) SP winning candidates have declared serious criminal cases against themselves in their affidavits.

Crorepati Winning candidates

 Out of the 182 winning candidates analysed, 151 (83%) are crorepatis. Out of 182 MLAs analysed during Gujarat assembly elections 2017, 141 (77%) MLAs were crorepatis. 

Average assets

 The average of assets per winning candidates in the Gujarat Assembly Elections 2022 is Rs 16.41 Crores. The average of assets per MLA in the Gujarat Assembly Elections 2017 was Rs 8.46 crore.

Party wise average assets

 The average assets per winning candidate for 156 BJP winning candidates is Rs 17.15 Crores, 17 INC winning candidates is Rs 5.51 Crores, 5 AAP winning candidates is Rs 98.70 Lakhs, 1 SP winner candidate is Rs 20.94 Crores and 3 Independent winning candidates have average assets worth Rs 63.94 Crores. 

 Education Details of winning candidates

86 (47%) winning candidates have declared their educational qualification to be between 5 th pass and 12th pass, while 83 (46%) winning candidates have declared having an educational qualification of graduate and above. There are 7 winning candidates who have declared themselves as just literates and 6 winning candidates are Diploma Holders.  

Age details of winning candidates: 62 (34%) winning candidates have declared their age to be between 25 and 50 years while 120 (66%) winning candidates have declared their age to be between 51 and 80 years.  

Gender details of winning candidates: Out of 182 winning candidates analysed, 15 (8%) winning candidates are women. In 2017, out of 182 MLAs, 13 (7%) MLAs were women.
