The Constitution requires Parliament to be summoned twice a year, with a gap of no more than six months between its sessions. The monsoon session will begin on Monday the 18th of July. The session is expected to remain tumultuous in view of the recent controversy over banned words in the parliament and a circular saying that dharna, protests and religious activities are not allowed in the parliament compound.
The monsoon session is scheduled to continue till August 12 with 18 sittings during the session and a total working time of 108 hours. Most importantly, the monsoon session will witness the introduction of 24 new bills in the parliament.
The Press and Registration of Periodicals Bill, 2022, the Mines and Mineral (Development and Regulation) Amendment Bill, 2022, the Forest (Conservation) Amendment Bill, 2022, the Insolvency and Bankruptcy Code (Amendment) Bill, 2022, Cantonment Bill, the Multi-State Cooperative Societies (Amendment) Bill and the Insolvency and Bankruptcy Code (Amendment) Bill are some of the important bills that will be introduced in the Monsoon Session of Parliament.
The Press and Registration of Periodicals Bill, 2022
The bill seeks to replace the Press and Registration of Books (PRB) Act, 1867 by decriminalisation of the existing Act and simplifying it from the view point of medium/small publishers. The bill proposed to to set up a press registrar general and bring digital media also in its ambit for the first time in India
The Forest (Conservation) Amendment Bill, 2022
The bill seeks to clarify the applicability of Act in various types of lands and streamline the process of approvals by making amendments to the Forest (Conservation) Act, 1980
The Insolvency and Bankruptcy Code (Amendment) Bill, 2022
The Bill wants to introduce provisions on Cross Border Insolvency and strengthen Insolvency and Bankruptcy Code, 2016 IBC/Code). It also aims at time bound resolution of stressed assets by carrying out certain amendments therin.
The Mines and Mineral (Development and Regulation) Amendment Bill, 2022
The bill seeks to bring ‘policy reforms’ and to ‘improve ease of doing business’ in the sector by amending the current act.
The Cantonment Bill, 2022
This bill, intending to facilitate ‘ease of living’ in Cantonments, seeks greater alignment of the cantonments with the municipalities across the country for achieving developmental objectives.
The Ancient Monuments and Archaeological Sites Bill
The Bill is aiming to replace the provision which allows a 100-metre prohibited area for construction activity around Centrally-protected monuments with site-specific limits to be decided by an expert committee.
Two separate bills will be introduced in parliament for revision of list of Scheduled Tribes in Tamil Nadu, and revision of list of Scheduled Castes & Scheduled Tribes of Chhattisgarh.
Two more separate bills will also be introduced under the name of The Central Universities (Amendment) Bill, 2022, for conversion of National Rail Transportation Institute into Gati Shakti Vishwavidyalaya, and Central Tribal University in Telangana.
