Ex-Servant Sexually Assaults, Kills IRS Daughter

| Updated: April 23, 2026 13:29

In a shocking crime that has sent shockwaves through out the country, a 22 year-old woman — the daughter of a senior IRS officer — has been murdered inside her south Delhi home by a former domestic help, who then allegedly tried to use her blood-stained finger to unlock a biometric locker before fleeing with cash and jewellery. He has confessed that he entered the house with the aim to rape her. Postmortem report will later reveal details.

Police said the accused, 19-year-old Rahul Meena from Dungarpur in Rajasthan has been  arrested after an intensive manhunt that tracked his movements through CCTV footage and local transport links. It must be noted that the security of the society let him in because though he was not working there any more, he was a known figure. Worse, the killer passed and cleared four security barriers.

Brutal Crime, Calculated Entry

Investigators say the crime was both violent and premeditated.

The accused entered the residential complex early morning, aware that the victim’s parents had stepped out. The victim, an engineering graduate and UPSC aspirant, was alone in a rooftop study room. The girl, a brilliant engineer had topped her 12th Science examinations and had cleared her engineering course and was now preparing for her Civil services examinations.. She wanted to become an IAS officer. She was an IIT graduate.

Having worked in the house for months, the accused Rahul knew exactly where to go.

He allegedly attempted to overpower her; when she resisted, he attacked her with a phone charger, but so repeatedly and forcefully that she became unconscious. Police have registered a case of rape, murder, and robbery, with medical confirmation of sexual assault awaited. Less than 12 hours before murdering this woman in South Delhi, he had raped another woman in Alwar, Rajasthan.

Who is Rahul Meena?

Police said the prime accused, Rahul Meena (19), a former domestic help who had worked with the family for about eight months before being dismissed a month ago, has been arrested in connection with the case.

“The woman, who was preparing for the Union Public Service Commission (UPSC) examination, was alone in her house at the time of the incident and was found murdered in a room by her family members when they returned from the gym. Rahul changed his trousers and footwear after the incident and left his shirt behind.

Investigators found that Meena, who was familiar with the household’s routine and layout, stole around ₹2.5 lakh from the house. Initial findings also suggest he was addicted to online gaming and often borrowed money from others.

The footage further reveals that he entered the colony at around 6:30 AM, went into the house about nine minutes later, and was seen leaving nearly an hour afterwards, at around 7:20 AM.

Victim strangled to death using a mobile phone charger cable

Preliminary inquiry suggests the woman was sexually assaulted before being strangled to death using a mobile phone charger cable, the police said, adding they are waiting for the postmortem report for confirmation of sexual assault.

The deceased was the daughter of an IRS officer residing in Kailash Hills in Amar Colony, a senior officer said.

“The victim’s parents informed us first. The IRS officer and his wife had gone to the gym, and when they returned around 8 AM, they found their daughter lying unconscious on the floor. She was immediately taken to Fortis Hospital in the NFC area, where doctors declared her brought dead. The hospital also informed the police thereafter,” Joint Commissioner of Police (Southern Range) Vijay Kumar said.

What did CCTV footage reveal?

CCTV footage and eyewitness accounts confirmed that he entered the colony around 6.30 AM, the house around 6.49 AM, and left around 7.20 AM, during which the crime is suspected to have been committed, the joint commissioner of police (JCP) said.

“More than 15 teams were formed and deployed across multiple locations in Delhi and in Rajasthan’s Rajgarh, Alwar, Jaipur, Dausa, where he was likely to be present. He was later apprehended from a hotel in Delhi’s Dwarka,” the JCP said.

Further investigation is underway, and strong evidence has been gathered. Based on this, a comprehensive case will be presented before the court to ensure the accused receives the strictest possible punishment, the officer said.

He also said that the accused had been hired about a year ago, recommended by a junior officer working with the IRS officer. About 1.5 months ago, the same junior was advised that he would be dismissed following complaints about his conduct.

“During the inquiry, it came to light that he was involved in online gaming and had borrowed money from other domestic helps he did not return. When the complainant, the IRS officer, became aware of this, he directed that the individual be removed from service, following which his service was terminated,” he added.

Prima facie, resentment over his termination could also be a factor, but the exact motive will be confirmed after a detailed investigation, the officer told reporters.

As per the preliminary probe, the accused was aware of where a spare set of house keys was usually kept for the domestic help. Since the maid was on leave, he allegedly used the spare key to enter the house. Upon entering, he proceeded upstairs, where the victim’s room is located, and it is suspected that the crime was committed there.

Shocking Attempt to Breach Locker

What has particularly disturbed investigators is what happened next.

The accused allegedly dragged the unconscious victim downstairs and tried to unlock a biometric locker using her finger. Despite repeated attempts, the scanner did not respond — likely due to blood interference or lack of circulation.

He then broke open the locker using tools and looted valuables.

Before escaping, he changed into clothes found inside the house — an attempt to avoid identification.

Security Breach from Within

Despite multiple layers of residential security, the accused moved in and out without raising suspicion.

Why? Because he already knew everything.

He knew the family’s routine.
He knew entry points.
He knew where valuables were kept.

This was not an outsider breaking in. This was an insider exploiting access.

Bigger Concern: The Risk Inside Homes

This case highlights a critical and often ignored vulnerability — unregulated trust in domestic staff.

In many households, helpers are hired informally, given broad access, and gradually become familiar with routines, security systems, and valuables. Over time, this creates a silent security risk.

This is not about fear — it is about discipline.

Precautions Every Household Must Take

1. Mandatory Background Verification
Always conduct police verification or hire through verified agencies. Do not rely on verbal references.

2. Limit Physical Access
Domestic staff should not have unrestricted access to all rooms — especially bedrooms, study areas and storage spaces.

3. Protect Sensitive Information
Do not disclose:

  • Daily routines
  • Travel plans
  • Locker details or passcodes
  • Location of valuables

4. Install Functional Surveillance
CCTV cameras at entry/exit points and common areas act as both deterrent and evidence.

5. Control Entry Systems
Avoid sharing keys, biometric access, or alarm codes unless absolutely necessary. Change them immediately after employment ends.

6. Monitor Behavioural Red Flags
Watch for:

  • Unusual financial behaviour. Do NOT trust a person who borrows money from others or keeps on asking you for money.
  • Frequent inquiries about your family background
  • Sudden interest in routines

7. Immediate Access Revocation
The moment a staff member is dismissed, ensure:

  • Keys are returned
  • Access codes are changed
  • Security is alerted

What to Avoid at All Costs

  • Hiring without verification
  • Allowing unsupervised movement in private areas
  • Treating domestic staff as “invisible” and unmonitored
  • Sharing personal schedules casually
  • Delaying action on suspicious behaviour
  • Keeping security systems static even after staff turnover
  • Ensure your society security does not have extra people loitering around there. Usually it is seen that security cabins are places where domestic helps and cooks meet and become friends and exchange information.

Investigation Ongoing

The victim was found by her parents upon returning home, in a scene that indicated a violent struggle. Police are continuing forensic analysis and building the case.

The Hard Lesson

The biometric locker in this case did not fail because of technology. It failed because the threat was already inside the home.

Security is not just about stronger systems — it is about controlled access, verified trust, and constant vigilance.

Because when access is casual and trust is unchecked, the risk is not outside the door.

It is already inside.

In fact, police across India must begin a movement where the police goes to each residence and getting domestic helps registered. This maybe a long process but in the long run will assist the police in curbing crimes or in investigating them more efficiently.
