Two Hospitals Suspended, Two Fined in Gujarat Over PM-JAY Scheme Violations

The Gujarat government has announced that it has suspended two hospitals and imposed penalties on two others for irregularities under Prime Minister Jan Arogya Yojana (PM-JAY). 

The PM-JAY’s State Anti-Fraud Unit (SAFU) and a team of experienced medical professionals visited dubious facilities that were engaged in misconduct under the scheme. Four hospitals in various regions of the state had anomalies identified last week. 

Bankers Super Speciality Hospital in Vadodara and Jayaben Modi Hospital in Bharuch were fined for irregularities, while Krishna Surgical Hospital and Swastik Multi-Speciality Hospital in Rajkot were suspended for a number of issues.

Going into the depth of malpractices 

After an insurance audit at Rajkot’s Swastik Multi-Speciality Hospital found 196 cases of tampering with ultrasound plates and histopathological test results, the institution was suspended from the scheme. The administration of the hospital has been notified that if any other facility they operate is discovered to be functioning in a similar manner, appropriate measures would be implemented.

According to the criteria of the scheme, a penalty of Rs 2,94,90,000 has been imposed. Specialist Dr Rajesh Kandoriya (G-23640), who was linked to these shortcomings, has been removed from the scheme as well.

It was found that the ICU at Krishna Surgical Hospital in Rajkot lacked the necessary manpower and hygiene, had outdated BU certifications and a missing fire NOC. Inconsistencies between the anaesthesia and OT notes were also discovered. Krishna Surgical Hospital in Upleta has been placed on suspension until these issues are fixed.

Unauthorised seals and signatures were entered into the Tumour Board Certificate (TBC) at Jayaben Modi Hospital in Bharuch, causing anomalies. The State Grievance Redressal Committee (SGRC) will decide on the punishment at its next meeting. As of now, Rs 33,44,031 will be extracted as pre-approval charges.

Violations of Ayushman Yojana’s guidelines for oncology surgery were found at Bankers Super Speciality Hospital in Vadodara. At the upcoming SGRC meeting, the penalty decision will be announced and pre-authorisation charges of Rs 57,51,689 will be collected.

The state government has created new Standard Operating Procedures (SOPs) for cardiology, cardiovascular surgery, radiotherapy and neonatal care in response to recent malpractice instances under Prime Minister Jan Arogya Yojana. These SOPs are anticipated to be released tomorrow.
